I have heard numerous people saying how wonderful the following cream is:

However, I would like to make some home-made completely 100% natural similar creams at home.

According to the manual you can use the Excalibur dehydrator to make beauty products.

I wonder if something like this would work: I dehydrator papaw (or some other fruit / veg) to a very dry state and then make a powder from it and then mix it with something like coconut oil. And then use it as a hand cream.

This could be completely crazy thinking, so some more expert advice (and I know there are many experts on here) would be great.

Does anyone actually use their dehydrator to make home-made beauty products?

I am a complete novice at making my own products.  I don't use a dehydrator ('cause I don't have one) but I do melt butters in warm water before I whip things into the butters.

I'm thinking, though, about the paw paw. I have no idea why, but I wonder if paw paw juice or paw paw oil (?? does this exist??)  would be a more viable option than dried paw paw? I've found in the past that macerating herbs in oil is difficult for me, and that these experimental herb infusions haven't really done the trick.

Just a thought though, and not meant to sway you at all. Experimenting with beauty products is so much fun...

Lucas Pawpaw ointment is petroleum based, I wouldn't recommend it. It also contains fermented pawpaw, not sure how you feel about that one.
What exactly are you thinking Lucas Pawpaw ointment would be good for?
personally I'd recommend a gree papaya blended with water and used as a mask on hands or face.  Green papaya has much more enzyme activity that the ripe fruit.  I wouldn't want it in a home made cream, the enzymes eat themselves so very short shelf life.

I've never used the dehydrator to make any skin things, like niqi, I use a water bath to heat things, much easier.
